SUMMARY: 

 The Compliance Specialist is responsible for managing compliance and payroll processes for construction projects, ensuring trade partner adherence to regulatory and wage requirements. Oversees project setup, compliance tracking, and reporting, while identifying and resolving non-compliance issues. Provides education, mentoring, and onboarding for trade partners and project teams, and collaborates with internal departments to maintain accurate records, mitigate risks, and ensure regulatory compliance.  

 

MINIMUM QUALIFICATIONS: 

  • Bachelor’s degree or equivalent work experience  

  • Experience with compliance tracking, payroll audits, or regulatory reporting in construction or related industries 

  • Proficiency in compliance software for data management and reporting 

  • Understanding of wage compliance, socio-economic programs, and trade partner regulations 

  • Excellent communication, mentoring, and interpersonal skills to effectively educate and manage trade partners and project teams 

  • Ability to analyze data, identify issues, interpret compliance requirements, and implement corrective actions with attention to detail 

  • Persistence and professionalism in managing challenging or non-compliant trade partners 

  • Experience coordinating with internal teams and external partners to ensure regulatory compliance and accurate recordkeeping 

  • Knowledge of construction compliance requirements such as prevailing wage, Davis-Bacon, and certified payroll  

 

TECHNICAL JOB KNOWLEDGE: 

  • Compliance Management 

  • Set up project accounts, invite trade partners, and track weekly compliance through LCP Tracker and/or other compliance software 

  • Ensure posting requirements and regulatory standards are consistently met 

  • Identify non-compliance issues, determine remedies, and maintain accurate recordkeeping 

  • Collaborate with the legal department on compliance discrepancies, regulatory updates, and contract language 

  • Payroll Reporting + Workforce Development  

  • Receive, review, and audit weekly payroll reports from trade partners, communicating discrepancies to relevant stakeholders 

  • Coordinate with clients and trade partners to submit initial, periodic, and final compliance reports 

  • Generate quarterly reports for relevant compliance requirements and assist teams with analyzing trade partner inclusion/exclusion for compliance requirements 

  • Utilize Excel and other tools to maintain data accuracy for weekly and periodic reporting 

  • Reviews owner’s contract language to determine good-faith efforts and/or workforce development requirements 

  • Attend industry events such as trade partner fairs, hiring events, and educational courses 

  • Risk Management & Problem Solving 

  • Manage delinquent or challenging trade partners with persistence and professionalism 

  • Lead project Compliance Kickoff Meetings and provide guidance to project teams to mitigate risks 

  • Education & Mentoring 

  • Develop and present wage compliance and socio-economic education programs 

  • Mentor and educate trade partners, project team members, and department colleagues on compliance regulations and project requirements 

  • Participate in onboarding new trade partners and communication of wage assurance expectations 

  • Collaboration & Team Support 

  • Assist project teams in interpreting compliance requirements and ensuring trade partner adherence 

  • Serve as a point of contact for compliance questions and guidance across departments 

  • Ensures the project team is aware of relevant wage scales, jurisdictional compliance requirements, and contract language supports the project's needs

The base salary (or hourly) range for this position is

$74,500.00 - $95,000.00
